Yamhill SWCD recognizes CPRD with Urban Conservation Award

Announcing signage on trail around golf course


Visit the newly signed Gettman Loop trail around Chehalem Glenn Golf Course. This 1.6 mile easy-to-walk loop circles the course through areas of woods as well as alongside the course itself. Just follow the signs in order to stay off the golf course cart paths. Mostly level with a few small inclines and declines, this trail includes surfaces of wood chips, dirt, fir tree needle carpet, and crosses short footbridges over the creek with bridges just wide enough to accommodate golf carts.  
  
To get there, look for the two trailhead signs on Fernwood Road on the side with the pavilion and driving range (across the street from the pro shop). Park in the lot, it's free.

Three Rivers League Basketball try outs


Chehalem Park and Recreation District and Newberg Basketball will conduct youth basketball try outs for the upcoming Three Rivers Basketball season on Sunday, Sept. 27 and Oct. 4, at Newberg High School.

The Three Rivers League (TRL) is a competitive program for players with advanced basketball skills.

All students in grades 4 through 8 who reside within the Newberg School District are eligible. Students interested in participating are required to attend a minimum of one try out in order to be considered for team selection.

Boys’ try out times are 1:00 p.m. to 2:30 p.m. for grades 4 through 6, and 2:30 p.m. to 4:15 p.m. for grades 7 and 8, followed by the girls’ try out times of 5:00 p.m. to 6:30 p.m. for all grade levels.

A player try-out fee of $ 20 (nonrefundable) must be paid before a player is eligible to participate. The try-out fee will be applied to the $225 player registration fee for those selected to a TRL team. Players not chosen for the TRL will have their try out fee applied toward registration in the CPRD Jr. Tiger Basketball program (This is not a league program).

Practices begin in early November. Games will be scheduled for weeknights and weekends through early March.

Julie Petersen named Sports Coordinator


CPRD is pleased to announce Julie Petersen has been named Sports Coordinator. While she is new to the role of Sports Coordinator, her face is familiar in the sports department.

She has volunteered in the CPRD sports department for nine years, coaching soccer, basketball and softball; instructing in CPRD sports camps; scheduling practices and games for Three Rivers League and Jr. Tiger basketball and Little League softball; running sports clinics; helping with youth and girls’ NHS basketball; and supervising school facilities during CPRD athletic events.

“I have been involved because I care about children and think sports and recreation activities are essential to positive childhood development.,”
 says Julie.

Julie currently serves as Newberg Little League Vice President and Newberg Youth Football Registrar.

Originally from Forest Grove, Julie moved to Newberg nine years ago. Her grandfather, John Paola, was Fire Chief in Newberg from 1969 - 1983.  She describes her family as a “sports family.” She is the mother of one boy – Kyle, a senior at NHS, and a girl, Tori, a student at MVMS. Both of her children have been actively involved in CPRD programs.

Julie holds a Bachelor of Science, Health and Human Performance with an emphasis on Exercise and Sport Science from Oregon State University. For ten years, she owned and operated Fund Your Path LLC, employing six people. Before that she worked in computer programming and office support positions at Willamette Industries in Portland.

Recreation Supervisor Mark Martin says, “Julie has been heavily involved with the sports department and an asset for the past nine years through her volunteerism and support. She brings familiarity with our programs, and has relationships with CPRD staff, coaches, and our community partners.”

The longtime CPRD sports coordinator dies unexpectedly at age 62 


The Chehalem Park and Recreation District was shaken after receiving news that longtime sports coordinator Mike Garrity died at his home sometime Friday morning. 
Garrity was 62. 
First hired as a gym supervisor in 2001, Garrity rose to the position of sports coordinator and has been synonymous with youth sports in the Newberg area ever since. 
Although quiet and reserved, Garrity was an enthusiastic supporter of youth athletics.

Sports and recreation supervisor Mark Martin said he will miss hearing Garrity’s stories about what happened on Newberg area playing fields over the weekend. 
“He always enjoyed watching them participate and compete,” Martin said. “He wouldn’t tell me stories about coaches and refs. He would always tell me stories about kids, how one did this or another kicked the ball in his own goal on accident. He just liked the innocence of those kids.” 
In addition to knowing just about everybody connected with sports in the community, Martin said Garrity was the go-to person in the office for computer issues. 
“About the time he came on, the agency kind of went into the computer world, on the Web, and we went to electronic registration,” he said. “We really didn’t have an IT person and Mike really took the leadership on that. That’s something we’re very thankful for. He was just invaluable from that standpoint.” 
Garrity was a state champion in the pole vault in high school and all-state football player growing up in Montana. He went on to play tight end for Western Montana in college. 
Martin said that although Garrity had been dealing with health issues ever since being injured in a motorcycle accident six years ago, he seemed to be doing well, which is why the news of his passing came as such a shock. 
“It’s a tough one,” Martin said. “We’re in a little bit of numbness over here.”


It is with deep sadness that we announce the passing of Sports Coordinator Mike Garrity. Details will be released as they become available. Please be patient with us as we work together to continue our sports programming as scheduled. Our sympathies are with the Garrity family.

FYI: Work near bridge on Hwy 219

CPRD owns property near/under the bridge over Hwy. 219. This property is closed to the public at this time, but you may notice work going on there. ODOT and CPRD have cooperated on a mitigation project designed to offset the construction effects of the Bypass. This will include restoring CPRD’s property along the banks with native vegetation, and removing invasive plants. Here are details from ODOT.

The Newberg-Dundee Bypass Project will construct a new section of state highway crossing over wetlands, waterways, and riparian buffers in the Chehalem Watershed (sub-unit of the larger Yamhill River Basin) in northeast Yamhill County. As required by the U.S. Army Corps of Engineers and the Oregon Department of State Lands, ODOT conducted an evaluation of the types of impacted wetlands/streams (Waters)/riparian areas, and their relative functions/values with the needs of the local watershed. Based on the evaluation, the watershed has lost wetlands through agricultural conversion, road construction, and urban fill. Waterways have been degraded from past accelerated erosion, removal of in-channel large woody debris, disconnection from flood plains, and the loss of the riparian woodlands.

Construction Mitigation construction has begun.

In cooperation between ODOT and CPRD, compensatory mitigation will offset the effects of the state highway project and aid in the recovery of valuable wetlands, aquatic habitats, stream/floodplain connectivity, water quality, and riparian functions, while developing a natural area for the local communities. The overall mitigation plan will establish 2.0-acres of freshwater wetlands, 0.15-acre of stream habitat, and approximately 40 acres of riparian buffer. The mitigation actions are designed to be compatible with adjacent residential properties by maintaining the rural setting.

All excavated material will be moved and stored in an appropriate upland setting on the CPRD property. ODOT will maintain the mitigation areas for a period of five years, which will mostly involve vegetation management (i.e. weed control, mowing, and replacement of dead vegetation). Per Regulatory requirements, the mitigation areas will be protected in perpetuity allowing the site to mature as a self-sustaining natural resource.

ODOT access to the mitigation areas will be provided through existing roads on the CPRD property. All planting stock will come from local nurseries specializing in native vegetation. All exposed soils will be seeded for erosion control purposes before the onset of fall rains.

Riparian Mitigation
Mitigation will also establish approximate 40‐acre riparian area within the 90-acre CPRD property by planting a diverse mixture of native woodland and prairie species found in the Willamette Valley. Invasive plants will be removed as part of the mitigation work. The riparian area will visually screen the adjacent private properties, while lessening the encroachment of human presence beyond the CPRD property.

Wetland Mitigation

Wetland Mitigation involves expanding a local water resource onto the CPRD property by lowering upland ground by 1 to 5 feet. Construction elevations are based on an adjacent reference site being a low point on the bottomland landscape. Design of the created wetland will ensure that current and new hydrology is balanced to avoid an increase in water levels on abutting lands. Once the earthwork is complete, seasonal hydrology will support native wetland emergent, shrub, and tree plantings.

Stream (Waters) Mitigation
The Waters Mitigation is directly tied to the Hess Creek in that a new side channel and flood plain will be constructed. Large woody debris (i.e. logs with or without rootwads) will be placed in the side channel to form “jams” of interlocking material. The structural features will improve habitat for fish, invertebrates, and terrestrial animal species. All large woody debris will be secured in a manner to limit movement from the mitigation area during storm events or peak runoff periods.

The 2015 Newberg Youth Football season is quickly approaching.  Gear hand out will take place at the CPRD Administration Office at 125 S Elliott Rd, Newberg.
7th/8th Grade - Monday, July 27th 5 - 6:30 p.m.
5th/6th Grade - Tuesday, July 28th 5 - 6:30 p.m.
3rd/4th Grade - Wednesday, July 29th 5 - 6:30 p.m.
Please make sure you have the following turned in:
  • Medical Form
  • Player Contract
  • Concussion Form
  • Fees still owed
All four of these items must be completed and turned in for players to leave with their gear.  If any of these are not completed, gear will be bagged and tagged until they are complete.
For anyone interested in coaching, please contact KJ at newbergfootball.youth@gmail.com.  We are still looking for head coaches, assistant coaches, offensive/defensive coaches and position coaches.  We need at least five coaches for each team.

Chehalem Park and Recreation District will hold a public meeting in conjunction with architect SEA (Scott Edwards Architecture) in order to review preliminary concepts and discuss the aquatic and fitness center renovation, at 7 p.m. on Wednesday, May 27, at Chehalem Cultural Center. The Design Team will report on what they heard at the stakeholder and community meetings and will have site planning options to review.  Anyone interested in the renovation is encouraged to attend.

Summer sports registration time


CPRD Sport Camps, Tennis and Football Registration for June

Registration is open for Chehalem Park and Recreation District first summer session of Pee Wee Sport Camp, CPRD Youth Soccer Camp, and the new Oregon Rugby Youth Camp. Registration is also open for CPRD Youth and Adult Tennis June classes.

June 15 - 18 This is the 34th year of Pee Wee Sports Camp, for boys and girls ages 5 to 9. This camp introduces youngsters to a wide variety of sports and games in a nonthreatening and fun atmosphere. Camp is held from 10:00 a.m. to 12 p.m. at Jaquith Park. All participants receive a camp shirt.

June 17 - 18 The first ever CPRD Rugby Camp, sponsored by Oregon Rugby, will run from 9 a.m. to  12 p.m. at Chehalem Valley Middle School. For grades 2 - 8, this noncontact camp provides a respectful and supportive learning environment with fun and door prizes. Instructors are National USA Rugby Team Member Troy Hall, and Oregon Rugby Developmental Officer Stew Magorian.

June 22-25 CPRD Youth Soccer Camp begins, under the direction of Jon Halstead. This camp will feature lots of ball contact, small-sided games, and age appropriate skill development for boys and girls in grades K - 8. Camp will run from 9 a.m. - 11:30 a.m. at Newberg High School JV Soccer Field. All three of these CPRD June Sport Camps are accompanied by a $50.00 in District fee per camper.

Tennis lessons are offered under the direction of Dave Brown. June 15 and 17 dates are set for Youth and Adult Session I at Jaquith Park. Youth lessons for beginners ages 7 - 17 take the courts from 4:30 p.m. – 5:30 p.m., followed by the adult class for intermediate and experienced players ages 12 and older from 6:30 – 8 p.m. Participants are asked to bring a can of new balls. Sessions II and III CPRD Tennis Lessons will follow up with July and August dates. The cost for adult and youth lessons who live within the district is $33 per player.

Newberg Youth Football is registering players for the 2015 Tualatin Valley Youth Football season. Students in grades 3 - 8 for the 2015 school year are encouraged to register soon, as the deadline for registering for this tackle program is June 15. Equipment will be issued the week of July 27. Practice begins early August with games in September and October. Players must sign a player contract and have successfully completed a physical with a physician to be eligible. Fee is $275 per player with a $50 discount for each additional member of the same family.

New this fall is Newberg Youth Football’s Flag Football program for players going into grades K - 2.  Players will be introduced to basic football skills and drills followed by games at surrounding schools on Saturdays in September and October. Each player will receive a uniform shirt and will be issued a flag belt. Fee is $49.00 per player. Program begins mid-August.

Committees forming on pool renovation

CPRD taking applications for pool renovation bond oversight committee

CPRD is taking applications for the Chehalem Aquatic Center Ballot Measure Citizens’ Advisory Committee. This bond oversight committee will monitor the activities and expenditures of CPRD as the renovation is completed, reviewing procedures and safeguards in order to ensure consistency with the requirements of Ballot Measure 36-170, which was passed on Nov. 14, 2014.

The Board will appoint three persons to this committee, one of whom will be a Certified Public Accountant, and another a member of the Oregon State Bar Association (preference will be given to a retired member of the Oregon Judiciary).

Applications can be downloaded at cprdnewberg.org or picked up at the administration office at 125 S. Elliott Road, or at registration desk, located inside the aquatic center at 1802 Haworth Ave.. Both are in Newberg.

The application deadline is 5 p.m. Friday, June 19th. The Board will appoint the committee members at its regular June 25th meeting.


CPRD appointing Pool Public Advisory Committee (PPAC)

CPRD Board of Directors will appoint a PPAC in order to involve interested public in the renovation of Chehalem Aquatic Center. This committee will work with CPRD staff and the project architect. Its roles and scope of work will be discussed at the June 25th regular Board meeting.


The Board will appoint six members of Chehalem Pool Committee, two people to represent swimming and water polo, two people to represent the fitness center (which is not related to aquatics), one person to present the senior community which also uses the property, and CPRD staff to include the parks and facilities supervisor and recreation staff.

Chehalem Park and Recreation District spring sports programs are now starting, as registrations are closing.

Girls’ Fast Pitch Softball team placement will take place on Sunday, March 1. Teams will be announced the following week.

The first practice for Middle School Track (grades 6 to 8) will take place at 5:30 p.m. on Monday, March 9, at GFU track stadium. A parent meeting will take place at the same time and within the same location.

Registration is now on a case-by-case basis for Youth Lacrosse (boys and girls grades 3 to 8), depending on the league. Practices will start the week of March 9th. Coaches will contact participants directly with details.

Director Mike McBride named SDAO Outstanding Board Member of the Year

Special Districts Association of Oregon (SDAO) awarded Mike McBride the 2014 Service Award for the Board member category - in other words, Board member of the year. Mike was honored at the annual SDAO awards banquet on Feb. 7 in Eugene, with several CPRD directors in attendance. A special tribute video was shown. 

Mike has served on the CPRD Board of Directors since 1983, giving him the most seniority. He is a 
self-employed Farmers Insurance agent. He is also chairman of fundraising for Newberg Kiwanis, and has been voted Kiwanian of the Year twice.

Two of the Board's accomplishments that Mike is especially proud of during his tenure are the creation of Chehalem Senior Center and Chehalem Glenn Golf Course.

Chehalem Park and Recreation District is committed to enhancing fitness and wellness in our community. We all know that good health is key to a good life. Park and rec believes that taking care of yourself should be fun, friendly, and not break the bank.

Experience what CPRD has to offer at the CPRD Fitness and Wellness Open House from 4:30 to 7:30 p.m. Thurs., Jan. 8th.  Watch or try sample fitness classes, take in demonstrations, get your blood pressure checked, chat with a physical therapist. Door prizes will be given away throughout the event, including membership to the fitness center; massage and acupuncture; certificates for free admission to brand new offerings, including classes on healthy eating, adult jazz dance, deep water exercise, and adult swimming; as well as Zumba and Tai Chi; plus prizes from Chehalem Glenn Golf Course.

“It’s easier to keep moving than to stop and start moving again later,” says Karen Maas, part of the fitness center team at Chehalem Aquatic and Fitness Center. “Staying active and staying healthy will make it a lot easier to mature further and further. Your mental and spiritual aspects will be healthier if your body is healthier. It’s a healthy philosophy to keep active, to eat right, and we have ways to keep active here.”
 
“Inactivity is the number one cause of morbidity, more than how you diet or other things that you can do for your health,” says Dr. Nathan Phelps, a local physical therapist who offers free monthly events at Chehalem Senior Center. “It all cascades and is the stem of all bad things that can happen to you healthwise. A lot of times, people don’t take care of themselves because they’re taking care of everything else. It’s important for everyone to make time for themselves. You’re better able to tolerate things throughout the day when you’re exercising and moving. Activity lightens your mood.”

CPRD exercise instructors agree. “Tai Chi has helped me get over stressful times in my life,” says Mike Roberts, who teaches Tai Chi with his wife Helen Voong at Chehalem Armory. He says the slow, refined movements help relax muscles and calm the mind while improving balance, strength and flexibility. Mike studied Tai Chi in Malaysia, and taught in Europe for 17 years.
 
CPRD offers an ever-evolving array of activities and services for health, fitness and wellness. Activities throughout the year include various sports, plus Zumba, yoga, horseback riding, ice skating, gymnastics, and of course, Chehalem Glenn Golf Course. At Chehalem Aquatic and Fitness Center, take advantage of the pool, hot tub, sauna, plus exercise equipment, personal training and massage therapy.
