Martin Luther King Jr. Celebration Jan. 19, 2015

The fourth annual Chehalem Valley Community Martin Luther King Jr. Celebration will take place from 5:00 to 6:00 p.m. Monday, Jan. 19th at Chehalem Cultural Center grand ballroom, with time for free refreshments and socializing after. This is a free, community event for the public.

The program will feature performances from George Fox University violinist Simeon Brown, as well as the First United Methodist Church Choir.

The guest speaker is president of Oregon Black Pioneers, Willie Richardson. The Oregon Black Pioneers is an all-volunteer nonprofit organization based in Salem, founded to do research and educate Oregonians about African-Americans’ contributions to Oregon’s history. Richardson worked for the State of Oregon in a variety of positions before leaving State Government and starting her own businesses.  She founded Willie’s Fashion Hats and More in 1996 and in 2003, A Time For Elegance. She retired in 2010. She has served on numerous boards and commissions, including four years on the Salem-Keizer School Board from 1987 to 1991.

  • Measure 36-170 passed at approximately 62 percent approval
  • Election results have been certified in Yamhill County Elections Office, and ratified by CPRD Board of Directors at the December Board meeting.
  • At an Internal staff meeting on Nov. 10th, the staff, together with Board counsel, set standards for issuing bonds.
  • Request for Qualifications was published (appeared in Newberg Graphic on Nov. 12). These applications are under review now.
  • After RFQ is complete, Request for Proposals will be released.
  • Public information process will invite comments from public on submitted design.
  • Break ground on construction target 2015

Sports Victories!

Football - Newberg 5th and 6th grades Blue team defeated West Linn Gold to claim the Perch/Pacific Division Championship Nov. 8 at Aloha H.S. stadium by a score of 20 - 8. Newberg defeated Oregon City 14 - 0 in the series finals, to advance to the championship game, finishing the season with a 9 - 1 record. Congratulations to all players, coaches and parents!

Water Polo - Congratulations to the NHS Boys Water Polo - Oregon HS Water Polo 6A Champions! This is our very own parks supervisor, Jim McMaster's 31st high school state championship as head coach!

Introducing Rachelle Meyer - Dance, Piano, Creative Writing, Light Sabers

Rachelle Meyer has been an artist and educator in the area for nearly 20 years. She began training in dance, including tap, Jazz and ballet at the age of four, and since then has added modern hip hop, ballroom and music to her repertoire. Her instructors include Lynne Marchant at the Marchant Academy of Classical Ballet as well as with several principles of the Bolshoi and Theaters of Russia and James Miller of the Houston Ballet.

 Rachelle is also a published author, and her books can be found under the pseudonym Rosie D. Meyer on Amazon.com. She writes Young Adult dystopian fantasy and historical fiction and received her training in creative writing and English Literature at PCC, CCC and through her writing mentors CraigLesly and Randall Beth Platt. PCC and CCC respectively are also where Rachelle studied photography, photojournalism, music theory and piano.

"My philosophy as an instructor is to provide each student with the skills needed to pursue a career in the arts, whether or not they chose to do so. My classes are taught with colors, movement, laughter and fun that not only instills a passion for the arts but is designed to engage both sides of the brain, thus increasing cognitive response and memory. Students will learn but believe they are playing."

Water Safety and Learn-to-Swim Lessons for financially disadvantaged children with developmental disabilities


Chehalem Aquatic and Fitness Center through a generous grant from Autism Speaks is able to offer one-on-one water safety learn-to-swim lessons for our community’s financially disadvantaged children with developmental disabilities. To be considered for the scholarship program children must meet a specific set of criteria.

To be considered for selection (financial aid), your child:
  • Must be able to qualify for our public school’s free or reduced lunch program
  • Must not qualify for regular CPRD swim lesson financial aid
  • Must have no funds available through insurance or other social service agencies
    for enrichment programs

    Water Safety Learn-to-Swim Lessons
    The children will have one-on-one instruction with an assigned instructor; students will be taught at their own level with their personal goals and objectives in mind. In additional to “swimming skills” there will be an equal emphasis on personal safety in, on and around the water.

It's 2014 basketball season, and CPRD has two basketball programs for Kindergarten through Grade 2 - Tiger Cub is a fun hour to teach the basic skills and how to handle the ball; the new Tiger Paw will be league play (Coaches needed!). New Bingo Schedule


Every Tuesday, plus 1st and 3rd Saturday of every month


Beginning Saturday October 18th, Bingo sessions will be held every Tuesday and the first and third Saturday of every month. The first number of the day is called promptly at 1:15 p.m., so come early to get a good seat and find your lucky cards. 

People play bingo for a variety of reasons. The biggest reason people play bingo is because it is fun. We offer a fun and friendly bingo experience for adults of all ages. So come in, take a seat, drink some coffee, make some friends, play our games, and have a good time.

The Fall Bazaar has become a tradition in Newberg, and we are proud of it. We hope that you would like to become a part of this tradition, too.  Last year’s festival was a great success, allowing us to reach more than 600 visitors, while raising money to support the Chehalem Senior Center. With 40 local artisans on display, food and desserts in abundance, over 40 gift baskets raffled, and 8 silent auction items won, it is no surprise that visitors of all ages enjoyed their experience. 

CPRD is excited to announce the 9th Annual Fall Bazaar and Craft Show to be held at Chehalem Senior Center in Newberg. This year’s event will bring back all of the community’s favorite activities from the past, including our senior silent auction and basket raffles.

Board of Directors schedules meeting series to focus on priorities


The Board of Directors will be meeting in special work sessions for the next few months, in order to devote time to focus on the Board's eight individual priorities, one subject per meeting. These meetings will be held the second Thursday of the month at 6 p.m. at the regular CPRD Board meeting location at 125 S. Elliott Road. (Regular meetings will continue on the fourth Thursday as usual.) 

The first of these meetings will be held Thursday, Sept. 11th. The topic will be CPRD's new property on Parrett Mountain, Bob and Crystal Rilee Park.

Measure 36-170: Chehalem Aquatic and Fitness Center renovation will be on November ballot


Measure 36-170


The CPRD Board of Directors has voted to put a $19.9 million bond measure on the November 2014 ballot for the renovation of Chehalem Aquatic and Fitness Center. 


This effort is being led by Chehalem Pool Committee, a volunteer group of interested citizens. The facility, built in 1970, is in need of basic infrastructure updates. The group has plans to expand it to include modern features and amenities. Details will be coming. The CPC is glad to speak to your group and share information. If approved, this measure would fund the redevelopment of CPRD's 44-year-old community swimming pool facility. Specifically, the bond is expected to fund:

  • Replacing out-of-date machinery to improve energy efficiency;
  • Replacing structurally deficient cement and rebar infrastructure;
  • Redeveloping pool facility to meet current demand and reduce overcrowding;
  • Improved pool design to provide better safety for students and seniors;
  • Construction of additional space for regional school swim meets;
  • REnovations for ADA compliance;
  • Demolition of existing out-of-date structures and renovation and improvement of fitness section and acquisition of new equipment;
  • Parking and sire improvements and furnishings and equipment related to the pool redevelopment; 
  • Citizen oversight would be required.


Bonds mature in 21 years or less from issuance and can be in more than one series. The average annual tax rate for bonds is estimated to be approximately $.45 per $1,000 of assessed property value or $45.00 annually for a home with an assessed value of $100,000. Results may differ based on actual interest rates incurred and growth in assessed value.

May 2015 - Trails open again
Trails which had been closed for winter maintenance are now open again for your enjoyment. 

December 2014 - Trails closing for winter

CPRD will be closing the horse trails for winter once the weather becomes inclement. No date is set; we are monitoring to extend use to equestrians as long as seems practical. This closure is to protect the trails. We will reopen them in spring.

October 2014 - WH Pacific

At the October 23 Board meeting, staff reported that WH Pacific was the recommendation following the RFQ process, for both Bob and Crystal Rilee Park and Ewing Young Park. What's next? The planning process will be organized and a timeline created. Staff expects the planning process to take around a year. Expect a public process will be part of this, with meetings and opportunity for public comments. Check back here for updates.

June 2014 - RFQ for Master Plan

At its regular Board meeting on June 26, 2014, the CPRD Board of Directors authorized the superintendent to submit an RFQ (Request for Quotation) for a developmental and operational master plan for Bob and Crystal Rilee Park, and also a master plan for Ewing Young Park. 

April 2014 - The equestrian trails are open for use now. To get there from 99W, go south on Haugen Road, then right on Parrett Mt. Road. The parking lot is in a wooded area. This is the only access point that is open for the trail. Hours are 7 a.m. to dusk.

New recreation classes and Camp CARE are already holding activities on the property. Check out the Trailblazing class


Feb. 10, 2014 - CPRD property purchase complete

Bob and Crystal Rilee Park has moved closer to opening to the public.

Chehalem Park and Recreation District’s purchase of Parrett Mountain Farm from the Crystal Dawn Smith Rilee Foundation was completed on Jan. 29, 2014.

This transaction is part of the Crystal Dawn Smith Rilee Foundation’s larger property donation to CPRD valued at more than $6 million.

The foundation donated over $6 million worth of land to CPRD in exchange for a $280,000 purchase price for the 327 acres of property on Parrett Mountain. The relatively low price was figured to cover the foundation's attorney bills and remaining debt engendered by the embezzlement case involving the foundation’s former executive director Liz Rhode.  

“This decision to give the land to CPRD was made by the foundation as a positive answer to the best future interests of the community, following the wishes of Crystal Rillee to benefit people and allow them to enjoy the land she'd acquired,” said Mary Dugan, vice president of the foundation. “Crystal wanted people to enjoy the land and the beauty of nature there and was adamantly against any future residential or business development on the property, so she would be very pleased to have it become a park.” 

With this acquisition and the addition of the new Bob and Crystal Rilee Park, the number of parks in Chehalem Park and Recreation District will become 23.

“This generous donation from the foundation will become a valuable legacy for our community,” said CPRD Public Information Coordinator Kat Ricker. “Not only will the equestrian community return to the trails it has previously enjoyed, but the public is sure to be impressed with the opportunities our Board and staff are already planning for this spectacular property.”

Bob and Crystal Rilee Park will be a scenic nature park with trails, including equestrian trails. These trails will be part of Chehalem Heritage Trails. The new park could be open as early as July.

Some of the property will continue to be leased for farming, and discussion is underway for a  potential historical museum piece to preserve the history of Parrett Mountain and the farming heritage of the land. The property also contains potential rental facilities for special events such as weddings and business retreats.

The CPRD Board of Directors approved the lease-purchase Oct. 24, 2013.

Students who wish to enroll in this class must have completed a minimum of one general/beginner Boxing for Fitness class and have instructor approval.

Splashpad construction underway

Construction on the splashpad at Rotary Centennial Park began July 15th. Here are some details on this much-anticipated new CPRD park amenity.

The splashpad will be 36' wide and 63' long. It will feature 22 sprayheads–the tallest waterspout reaching about 5 to 6 feet tall. Four of these are what are called Bubblers which are meant for toddlers, and only rise about a foot tall. 

The concrete pad will be etched in the shape of Yamhill County, which you can see in the artistic rendering. Note that this is only conceptual, so the final splashpad will not look exactly like you see here (There will be no umbrellas, but bases will be installed to accommodate them if we add them in the future). 

CPRD is delighted to be able to add this splashpad at Rotary Centennial Park to its park amenities for the public to enjoy. The public has asked for this, and the community has come together to make this dream a reality. Chehalem Park and Recreation District's mission is to connect and enrich our community through parks, recreation, open space, natural resources, and educational opportunities.

Mortenson Construction is the main contractor on this project. Mortenson came forward at a CPRD Board of Directors meeting and generously offered to build the pad as a community project, just as a group of interested residents was about to submit a petition to the Board expressing their desire for a splashpad. The proverbial stars had aligned, and the timing was right! The resulting project has been a coordination of many in the community. 

The approximate estimated value of the materials is $58,000. Almost all of the materials and labor have been donated for this true community project.

Medicare and You - Free presentation

There will be a free Medicare and You presentation at Chehalem Senior Center, 101 West Foothills Drive, Newberg, Oregon 97132 (adjacent to Crater Elementary School) from 1 to 2 p.m. on Wednesday, July 30.
 
This presentation will cover how Medicare works, supplemental insurance options, assistance for people with low income and resources, how the Affordable Care Act improves Medicare, and how to prevent, detect and report Medicare waste, fraud and abuse. This session will be led by a Certified Senior Health Insurance Benefits Assistance (SHIBA) and Senior Medicare Patrol (SMP) Counselor. The SHIBA program is a statewide network of trained counselors who educate, assist, and serve as advocates for people with Medicare.  SMP is also a federal program that works to prevent Medicare waste, fraud and abuse. Pool maintenance alert: Friday, July 18th

Pool maintenance alert

Friday, July 18th we're deeming Facility Repair Day at Chehalem Aquatic and Fitness Center.

Programming will run as scheduled; however, a workman will be repairing the shower thermostat controller, the boiler, and working on toilet plumbing in the women's locker room. There will be a workman in the ladies' locker room from around 8 a.m. until the works is finished. Domestic water will be turned off while the plumbing is being worked on.
